P2SK Law Review: What Could It Mean for Crypto?

Calls to evaluate Indonesia’s Financial Sector Development and Strengthening Law, known as the P2SK Law, have resurfaced in parliamentary discussion. In a September 24, 2026 report by Parlementaria, Commission XI member Said Abdullah argued that Indonesia does not yet need a new financial-sector omnibus law and should first evaluate the existing P2SK framework.

The statement is not an announcement of a legal change that has already taken effect. No new rule automatically changes crypto trading, consumer protection, licensing, or platform obligations because of that policy view.

The topic remains relevant to crypto because the P2SK framework covers the broader financial-sector architecture, including institutional strengthening, consumer protection, digital financial products, crypto assets, fintech, and bullion. A review of implementation could influence how policymakers assess whether existing rules are sufficient or need adjustment.

Readers should distinguish between a parliamentarian’s view, a policy evaluation, and a legal amendment. Each has a different process and different consequences.

A Review Does Not Mean Crypto Rules Will Change Immediately

Four Areas That a P2SK Law Review Could Assess

A. Clear Allocation of Authority

Digital finance involves several authorities and types of institutions. A review may examine whether supervision, licensing, and consumer-protection responsibilities are sufficiently clear for businesses and users.

Clear authority matters because consumers need to know where to submit complaints and businesses need to avoid conflicting requirements.

B. Consumer-Protection Effectiveness

Consumer protection is not only about having rules on paper. Its effectiveness also depends on risk disclosures, complaint handling, asset and fund security, verification standards, and enforcement against fraud.

For crypto users, stronger consumer protection would be more meaningful if it appears in accessible and testable processes rather than in broad statements alone.

C. Readiness for New Digital Products

Crypto assets, tokenized assets, stablecoins, digital bullion, and other financial products can develop faster than legislation. A review may assess whether the current framework is flexible enough to address innovation without abandoning prudential safeguards.

Flexibility should not mean vague rules. High-risk products still require clear disclosures, sound governance, and proportionate oversight.

D. Legal Certainty

Businesses and consumers need clarity on the rules that apply to them. A transparent review can identify gaps or overlap. Speculation about changes that do not yet exist, by contrast, can create confusion.

Legal certainty does not mean rules can never change. It means that change should have a clear process, a rationale, a transition period, and effective communication.

What Crypto Users Should Watch Next

A call to review the P2SK Law becomes more meaningful if it is followed by official documents, meeting agendas, amendment proposals, or regulatory statements identifying the parts of the framework under examination.

Users can monitor publications from parliament, OJK, Bank Indonesia, and relevant regulators to see whether the discussion develops into a concrete policy action. Until an official change occurs, users should focus on rules that are actually in force, account security, the legal status of services they use, and the risks of the products they choose.

A P2SK Law review could be an opportunity to improve Indonesia’s digital-finance architecture. At this stage, however, the news does not mean that Indonesian crypto rules have changed or will change in the immediate future.
