Issuance Mechanism
Cardano has a fixed maximum supply of 45,000,000,000 ADA. The issuance of these tokens is divided into two primary phases:
- Genesis Minting: Approximately 31,112,484,646 ADA were minted at the network's inception. This included tokens sold during the Initial Coin Offering (ICO) and those allocated to the founding entities.
- Inflationary Rewards: The remaining 13,887,515,354 ADA are held in a "reserve." These tokens are gradually issued as staking rewards to incentivize network security.
- Monetary Policy: Each five-day epoch, 0.30% of the remaining ADA in the reserve is moved into a "pot" to be distributed as rewards and treasury funding. This results in a decaying inflation rate, as the absolute amount of ADA moved from the reserve decreases over time. There is currently no burn mechanism in place for ADA.

Usage and Incentive Mechanism
ADA serves several critical functions within the Cardano ecosystem:
- Network Fees: Every transaction requires a fee paid in ADA. These fees are calculated using a formula:
(a * size(tx)) + b, whereaandbare protocol parameters. - Staking and Security: Cardano uses the Ouroboros Proof-of-Stake (PoS) consensus mechanism. ADA holders can participate in network security by running a stake pool as a Stake Pool Operator (SPO) or by delegating their ADA to an existing pool.
- Reward Distribution: At the end of each epoch, the "pot" (consisting of transaction fees and the 0.3% reserve draw) is distributed. 80% of the pot is typically distributed to SPOs and delegators, while 20% is sent to the Cardano Treasury to fund ecosystem development.
- Governance: Through the Voltaire era and CIP-1694, ADA is used for on-chain voting. Tokenholders can vote on governance actions or delegate their voting power to Delegate Representatives (DReps). Participation in Project Catalyst also allows users to vote on funding for community-proposed projects.
Locking Mechanism
Cardano introduced formal token locking support during the Allegra hard fork. Unlike some other protocols, Cardano does not require a mandatory "unbonding" or "locking" period for standard staking; users retain full custody and can move their ADA at any time. However, token locking is utilized for specific functional purposes:
- Governance and Voting: To prevent double-counting and ensure the integrity of the voting process, ADA used for voting in governance actions (such as Project Catalyst or CIP-1694 actions) may be "locked" or recorded as reserved for that specific purpose during the voting period.
- Smart Contracts: Developers can implement scripts that require tokens to be locked for contractual agreements, such as escrow services or multi-asset collateralization.
- DRep Registration: Registering as a Delegate Representative (DRep) requires a refundable deposit of 500 ADA, which is effectively locked until the individual retires from the role.
Unlocking Time
Because Cardano's primary staking mechanism does not feature a protocol-enforced lock-up period, there is no "unlocking time" for delegated ADA; it remains liquid. For specific locked instances:
- Founding Entity Vesting: The initial allocations for IOG, EMURGO, and the Cardano Foundation followed a vesting schedule. One-third was available immediately at launch (October 2017), one-third became available on June 1, 2018, and the final third was released on June 1, 2019.
- Governance Deposits: Deposits for DReps are returned upon retirement.
- Staking Reward Cycle: While tokens are not locked, there is a delay in receiving rewards. Stake becomes active after two epochs, and rewards from that activity are typically distributed at the end of the following epoch (a total cycle of approximately 15–20 days for the first reward).
